The definition of blocked edge in the rules is not precise enough. In case of a passing track, the edge (which the tram followed to come to the passing track) is not blocked for another tram going in the opposite direction.

In case at some moment two or more trams need to follow the same edge (possibly in different directions), only the one with route mentioned first in the list of routes is moving. The other trams have to pass this turn.
